Board President
Douglas Hidalgo, CPA, CCIFP
A proud third-generation Houstonian, Doug serves as the Houston Market Growth Director for LaPorte CPAs and Business Advisors. Founded in 1946, LaPorte is one of the largest independent accounting and business advisory firms in the region.
Doug’s leadership and expertise have earned him the trust of respected organizations, as reflected in his board service. He currently serves on the Board of Trustees for the University of St. Thomas, is a Lifetime Director of the Christus Foundation for Healthcare, and is an Advisory Board Member for the Houston Philanthropy Circle, the Lewis and Joan Lowenstein Foundation, and Santa Maria Hostel. Through his work and community involvement, he remains dedicated to serving Houston’s underserved populations, including the uninsured and underinsured.
Doug earned his B.S. in Accounting from the University of Houston in 1990. He is a Certified Public Accountant (CPA) and a Certified Construction Industry Financial Professional (CCIFP). He is actively involved in business associations and has served as a past board member of the American Subcontractors Association – Houston Chapter, the Construction Financial Management Association – Houston Chapter, and as Chair Emeritus of the Houston Hispanic Chamber of Commerce.
Doug and his wife, Norma, have been married for over 30 years and have four children.

Shelley Sekula-Gibbs, M.D.
A fifth-generation Texan, Dr. Shelley Sekula-Gibbs is serving her third term on The Woodlands Township Board of Directors. Her goal is to “Keep The Woodlands Wonderful”. In addition, she practices dermatology part-time at Elite Dermatology where she strives to provide the best diagnostic and treatment options for her patients in a compassionate and respectful manner.
During her time on the Houston City Council, Dr. Sekula-Gibbs became aware of insufficiencies in federal support coming to Texas for uninsured patients. The Lone Star State was receiving the lowest per capita funding from the Federal Health Resources and Services Administration (HRSA) when compared to the other 49 states.
Through God’s grace, Dr. Sekula-Gibbs was able to bring this fact to the attention of President George W. Bush and the Director of HRSA, Dr. Elizabeth “Betty” Duke. Identifying the problem, the Bush Administration was able to improve healthcare resources for millions of Texans through the Federally Qualified Health Center(FQHC) program.
By the time Dr. Sekula-Gibbs left the Houston City Council in late 2006 to serve in the U.S. House of Representatives, the Houston region had increased the number of Federally Qualified Health Centers (FQHCs) from one to 11. Currently, there are over 120 community health clinics in the greater Houston region, including several in Montgomery County.
Dr. Sekula-Gibbs is proud to be part of the Healthy Houston Foundation as it maintains its mission of support to FCHCs and other clinics that provide vital healthcare services to uninsured and underinsured Texans.

Robert W. Gibbs, Jr.
Robert W. Gibbs, Jr. is a lawyer with over 30 years of experience in law, governmental relations, and business. Mr. Gibbs is lead partner of Robert W. Gibbs, Jr. Law Firm, which provides services in business law, probate and estate law, and mediation to its clients. Mr. Gibbs has provided personal and corporate legal representation for clients in the Houston, Texas, and Gulf Coast regions for over 30 years. He is committed to excellence in the practice, and he maintains the highest degree of loyalty to his clients.
Mr. Gibbs has also been deeply involved in community and grass roots organizations. As former president of the Reliant Resources, Inc. Foundation, he developed a strong community presence for the organization.
With his wife Shelley Sekula-Gibbs, he established the Healthy Houston Foundation. In addition to serving as secretary/treasurer for Healthy Houston, Mr. Gibbs previously held other community leadership positions including serving as a director of Christus Foundation for Health Care, on the board of the Sam Houston Area Council Boy Scouts of America, and as a commissioner on the Houston Clean City Commission. He is a founder and lifetime member of the Corporate Development Committee of the Houston Livestock Show, and a lifetime member in the Houston Farm and Ranch Club.
A native of Texas, Mr. Gibbs holds a Bachelor of Business Administration from Baylor University in Waco, and a Juris Doctor from the South Texas College of Law in Houston, Texas.
