Board President
Douglas Hidalgo, CPA, CCIFP
Douglas Hidalgo is an equity director with LaPorte CPAs & Business Advisors, a regional firm with offices located in Texas and Louisiana. Mr. Hidalgo is an audit and assurance director and leader of the firm’s Houston office. Prior to LaPorte’s 2010 merger with Hidalgo Banfill Zlotnik Kermali, PC, he was a principal in the former Houston firm. LaPorte is a Top 200 public accounting firm with over 175 employees.
Mr. Hidalgo has more than 25 years of experience in public accounting, providing services to closely held companies and a broad range of industries. A certified public accountant, Mr. Hidalgo earned his bachelor of science in accounting from the University of Houston. He is also a Certified Construction Industry Financial Professional.
Mr. Hidalgo has always been active in the Houston community. In addition to his commitment to Healthy Houston, he is chairman on the Board of the Houston Hispanic Chamber of Commerce, on the Finance Committee of St. Cecilia Parish; AND former Board chair and current member of the Advisory Board of Santa Maria Hostel. Mr. Hidalgo has a number of professional affiliations as well, including serving on the Board of the Houston chapter of the Construction Financial Management Association and previously serving on the Board of the Houston chapter of the American Subcontractors Association. He is also a member of the American Institute of Certified Public Accountants and Texas Society of Certified Public Accountants.

Shelley Sekula-Gibbs, M.D.
A fifth-generation Texan, Dr. Shelley Sekula-Gibbs is serving her third term on The Woodlands Township Board of Directors. Her goal is to “Keep The Woodlands Wonderful”. In addition, she practices dermatology part-time at Elite Dermatology where she strives to provide the best diagnostic and treatment options for her patients in a compassionate and respectful manner.
During her time on the Houston City Council, Dr. Sekula-Gibbs became aware of discrepancies in federal support coming to Texas for uninsured patients. The Lone Star State was receiving the lowest per capita funding from the Federal Health Resources and Services Administration (HRSA) when compared to the other 49 states.
Through God’s grace, Dr. Sekula-Gibbs was able to bring this fact to the attention of President George W. Bush and the Director of HRSA, Dr. Elizabeth “Betty” Duke. Identifying the problem, the Bush Administration was able to improve healthcare resources for millions of Texans through the Federally Qualified Health Center (FQHC) program.
By the time Dr. Sekula-Gibbs left the Houston City Council in late 2006 to serve in the U.S. House of Representatives, the Houston region had increased the number of Federally Qualified Health Centers (FQHCs) from one to 11. Currently, there are over 120 community health clinics in the greater Houston region, including several in Montgomery County.
Dr. Sekula-Gibbs is proud to be part of the Healthy Houston Foundation as it maintains its mission of support to FCHCs and other clinics that provide vital healthcare services to uninsured and underinsured Texans.
